Why No Building Should Be Without Sunscreen

If you’re unwittingly letting your building fry like a lobster, that’s your business. Slathering it up with sun protection is ours. Here’s why it matters. According to the International Window Film Association (IWFA), window film can stop more than 80% of the solar energy coming through windows, with up to a 30% reduction in cooling costs and some films up to 30% reduction in heat loss in the winter.. The IWFA notes that window film can even save seven times each dollar spent on replacement windows.

More than 250 window films have even been certified by the National Fenestration Rating Council (NFRC) for energy efficiency. (“Fenestration” means an opening in a building—basically, windows, doors and skylights). The NFRC is the same independent, nonprofit organization that rates glass windows. Ratings take into account factors including energy absorption, solar heat gain, air leakage and resistance to condensation.

As if energy savings weren’t a good enough reason for solar-savvy window film, this “sunscreen” also means:

  • UV protection for the people inside
  • Fewer hot spots

Size matters when it comes to window film jobs, according to one of the latest articles in Window Film Magazine. Window Film Magazine contacted National Glazing Solutions (NGS) to feature one of various large projects that NGS had completed recently to highlight the different window film applications in the commercial marketplace. The Project chosen was Sutter Health, a hospital in Northern California that NGS partnered with an ESCO on. The project took approximately 35 days and two installation teams to complete the installation at the campus. The film selected was Solar Gard Silver 20 reflective window film that achieved an incentive from the local utility company to help offset the cost of the project.

Can degree-days be used to determine where energy efficient window film should be considered? If so, how many cooling degree-days (CDD) are ‘enough’ to justify consideration of window film? Also, what about the heating penalty from window film and the heating degree-days (HDD) for the location under consideration? Is it enough to see a location like Sacramento where CDD are relatively low? What about New York City where HDD are 4 times CDD1 – will that alone make it a bad candidate?

The purpose of this blog is to illustrate the shortcomings of this type of estimation using CDD and HDD as the go/no-go gauge for energy efficient window film. In fact, I will use another type of estimation to make this judgment which leaves it up to the reader to determine whether one form of estimation is better than another. The estimation we will use to make the comparison is the eQuest energy simulation modeling software for a 10-story hotel with dual-pane clear glass and 30% window-to-wall ratio. The HVAC system is a 4-pipe fan coil with chilled water and hot water (chilled water COP=4.5 and hot water heating efficiency = 85%).


When considering HDD, Figure 2 below shows significantly similar results between HDD and eQuest heating penalty. This means, as one would expect, in cities where significant space heating is required the application of solar control window film produces a proportional heating penalty. In this case, for this data set, HDD was a good predictor of heating penalty

But what about CDD? Does CDD correlate well with cooling (kWh) savings? As you can see in Figure 3 below, CDD does not correlate well with simulated savings from eQuest.


First, it should be mentioned that these were the first five (5) cities chosen for comparison – they were not cherry-picked to tell a particular story.

To be sure, the small size of this data set does not allow for the conclusion that heating penalty can be predicted reliably by HDD. This data set may show a trend but it is too early to make a conclusion.

However, this small data set is enough to show that cooling savings cannot be predicted by CDD.

What also cannot be concluded from this data is why HDD has a better correlation to heating penalty than CDD has with cooling savings, although there are some reasonable possibilities:

  • a large part of heating losses in winter is conduction and HDD is related to conduction since conduction is proportional to delta-T between inside and outside
  • cooling savings is complex because in addition to conductive heat transfer (like HDD), we have to consider radiative heat transfer (solar radiation) in cooling when the sun angle and solar heat gain are high

An important aspect of being an energy solutions provider is to be able to determine energy savings through energy modeling simulation thereby allowing the customer to consider the improvement in the building performance as a result of changing one (or more) component(s).

An outline of the steps of construction and QA can be as follows:

  • Construct building shells significantly similar to the actual building,
  • Use engineering skills and available building audit data to create similar energy systems,
  • Perform simulation Quality Assurance (QA) through
    • Utility bill analysis,
    • Comparison to Energy Star Energy Use Intensity1 (EUI), and
    • Comparison to proportional energy use (PEU) for that location
  • If an Investment Grade Audit (IGA) has been performed you can integrate much more of the energy systems audit data

Note the first step is constructing a building shell that is significantly similar to the actual building.  Let’s assume your building is the hotel picture in Figure “C”.  What if your energy solutions provider returned a 30-page report with a building that looked like Figure “A” or Figure “B”?  Consider now your option to receive a report where your simulated building looks like Figure “C”.  Or alternatively, consider your subcontractor turned in the report in Figure “A” and your competitor’s subcontractor turned in the report using Figure “C” as its starting point.

There is a saying here – they could both be wrong but they can’t both be right.  The rest of the steps above will come into play to determine whether both are wrong but even if the results in Figure “A” came close, what confidence would you have?  Start at the beginning – make sure you are receiving building shells that are significantly similar to your actual building.  Then you can proceed to generate baseline results that are statistically correlated to actual consumption. Green energy initiatives for buildings are the most insightful methods of achieving energy efficiency in the U.S. However, the high cost of these programs may discourage a building owner to come forward and prepare a plan of action for this. To overcome this barrier, a program called Property Assessed Clean Energy (PACE) finance with its original name “On-Tax Bill Solar and Efficiency Financing” was introduced. California was the first state to legally implement PACE financing program and now legislation is in force within 31 states and in the District of Columbia.

The Structure of PACE Financing Program:

Under this program, local governments create “land-secured financing districts” wherein property owners join voluntarily to fund energy efficiency and renewable energy improvements. They give loans to the property owners for the purpose which would be paid back through property taxes or other locally collected tax. The cost of the improvement is tied to the property itself and not to the property owner. If the property is sold during the tenure, the repayment obligation is also legally transferred to the buyer.

How PACE Financing Works for a Typical Project?

The PACE program may differ slightly depending on the legislation and circumstances in a local area. However, the program consists of the following steps involving the property owner, licensed contractors like National Glazing Solutions (NGS), local government and financial institutions.

1. The property owner needs to engage a licensed contractor who has been authorized to conduct an energy audit or site evaluation as per location-specific PACE terms and conditions.

2. Once a quote is given by the auditor, the property owner applies to the local administrator of PACE financing program.

3. Once the project is approved by the local administrator and installation is complete, the total cost of the installation is paid to the installer directly.

4. The property owner pays the loan back to the administrator through an increase in property valuation and tax..

5. No upfront cash needed except a small fee at the time of making the application.

6. If the property is sold, the liability to pay the loan is transferred to the buyer and does not need to be repaid in escrow.

What are the Major Benefits of PACE Financing in Fenestration Measures?

Through PACE financing, building owners can spread the cost of energy improvements over the lifetime of the building, increasing the property value and reducing utility bills. Further, homes and buildings with energy improvements both lease and sell faster than those without. PACE projects create large-scale employment opportunities in the community, especially in the building construction and energy improvements sector. Building owners can become code compliant and energy efficient under the relevant building codes. For example, as per the latest California Building Codes and under 2013 California Residential Title 24 Energy Code updates, windows and glass door products must have U-factor of 0.58 or lower for vertical fenestration. The 2013 Non-Residential Title 24 Energy Code updates stipulate that buildings need increased fenestration requirements to reduce solar gains and increase in visual light transmittance for day lighting.

PACE Financing Statistics:

PACE Legislation is present in 31 US states and in the District of Columbia covering about 80% of the total U.S. population. Active discussion on implementation is going on in states like Texas, Oregon, Ohio and Utah. About 24% of the PACE implemented projects consist of multifamily buildings, 21% of the projects belong to office buildings and about 19% of the projects are in the services sector. The current largest PACE project is a deep-retrofit efficiency hotel project in Universal City, CA, which received around $7 million of project financing
